The insert link button opens the window shown below.
Jump to General Settings or Advanced Settings
 
General Settings
Simply enter a URL to the page you want to link to.  If you wanted to link to a location on specific location on your current page, you must first create an anchor to mark the location.  Once you have created an anchor, you may select the name of the Anchor from the 'Anchors' pull down menu.  Once you have selected an anchor or entered the Link URL you may click insert to insert the link.  All other settings are optional.
 

 
General Field descriptions:

Link URL URL/path to the page you wish to link to. (Required if you are not linking to an anchor)
Anchors Anchors are used to mark specific locations on your existing page that you would like to 'jump to' via a link.  To create an anchor use the insert anchor button.  Once you have created anchors in your page, they will display in the list of available anchors as possible locations to link (or jump) to. (Required if you do not enter a Link URL)
Target The target is used to describe where you want the link to load.  'Open in this window / frame' is the default setting and will open the linked page or anchor in the existing page.  If you change this setting to 'Open in new window (_blank)' a new window containing the linked page will open when the user clicks on the link.  The 'parent window' and 'top frame' settings only apply when you are creating a page with frames and are unnecessary for most users.
Title Displayed only when you hover your mouse over the link.
Color Defines the color of the link.  To select a color, open the color selection dialog by clicking on the box to the right of the color field.

Advanced Settings
We do not recommend using the advanced link settings unless you are a JavaScript Pro and really need them.
 

 
Advanced Field descriptions:
Id Identifier of the link, useful when writing scripts that reference the link - not necessary for most users.
Style Reflects all of the general settings, we do not recommend making edits to this field as they will get over-written by changes to any of the general settings (i.e. color)
Target Name Reflects name of the target selected in the general settings, we do not recommend making edits to this field as they will get over-written by changes to target on the general tab.
